Statement of QualificationsSince 1967 Valley Forge Laboratories, Inc. (VFL) has been successfully providing Traffic and Transportation Engineering Services to the public and private sectors. Our unique blend of capabilities and experience includes particular proficiency in the following areas of practice: TRAFFIC IMPACT STUDIESFrom commercial office parks to retail centers, shopping malls to school facilities, sports stadiums to auto dealerships, VFL has completed hundreds of Traffic Impact Studies over the last 35 years. VFL provides the client with a comprehensive Traffic Study prepared in accordance with Institute of Transportation Engineers criteria and local regulations as appropriate. TRAFFIC DATA COLLECTIONVFL offers complete traffic data collection services including both automated and manual data collection capabilities. Available in-house automatic traffic recording equipment includes both traditional "tube" counters and vehicle magnetic imaging counters along with manual intersection turning movement computers. VFL approaches data collection with the philosophy that the foundation of any traffic study is the collection of comprehensive, accurate and reliable traffic data. HIGHWAY AND SIGNALIZED INTERSECTION DESIGNVFL has completed highway and signalized intersection designs for PennDOT and various municipal clients throughout the area. We have a thorough knowledge of PennDOT design and engineering standards and specifications, as well as being pre-qualified by PennDOT Central Office and all 11 Engineering Districts. Our design efforts have ranged from single isolated intersections to complete urban corridors, from geometric improvements and widening on two lane state highways to preliminary design of interstate highways and interchanges. TRAFFIC ANALYSIS AND MODELINGTo aid our traffic engineering capabilities, VFL employs sophisticated modeling, numerical methods and the latest computer software including:
HIGHWAY OCCUPANCY PERMIT SUPPORTDrawing on our knowledge of PennDOT requirements and experience, VFL has successfully prepared plans and obtained Highway Occupancy Permits for low, medium and high volume driveways in Districts 4-0, 5-0, 6-0 and 8-0 for a variety of land uses. MUNICIPAL TRAFFIC SERVICESIn addition to serving as the traffic engineering consultant to a number of local municipalities, VFL possesses a unique understanding of zoning and land use philosophy as it relates to traffic engineering and congestion management. VFL has authored the Traffic Impact Study sections of some of the local municipal Land Development Ordinances. SAFETY INVESTIGATIONS AND ACCIDENT RECONSTRUCTIONVFL is listed in the American Society of Testing and Materials (ASTM) Directory of Scientific and Technical Consultants and Expert Witnesses as experts in the field of Transportation Engineering/Accident Reconstruction. VFL has provided expert testimony and analyses to a number of clients including the Commonwealth of Pennsylvania, City of Philadelphia, various municipalities, utilities and insurance companies. OTHER SERVICESAmong other services, VFL has successfully prepared and implemented Traffic Calming strategies to address municipal safety and speed concerns and regularly serves as a sub-consultant to larger design firms for the preparation of Signing & Striping Plans and work zone Traffic Control Plans on large highway design projects.
