Statement of Qualifications

VFL has over 35 years of experience in the performance of environmental studies and designs. VFL has been a leader in this area having performed the first environmental studies in Pennsylvania after passage of the national Environmental Policy Act. Beginning with the studies conducted for the Pottstown Expressway in 1970 and continuing today with the various Pennsylvania Turnpike projects throughout the state, VFL has performed quality environmental analyses for over twenty-five transportation facility projects.

ENVIRONMENTAL ASSESSMENT

VFL has successfully completed several Environmental Impact Statements (EIS) or Environmental Assessments (EA) as a part of the transportation project planning and development process. In addition to the EIS or EA document, technical basis reports, prepared by VFL typically included the following:

  • Natural Resources
  • Farmland Assessment
  • Wetland Identification and Delineation With Joint Permit Application
  • Noise and Air Quality
  • Hazardous Waste Site Investigation

VFL's expertise in environmental engineering is demonstrated by our presence as the environmental subconsultant on the team that won the Excellence in Highway Design Award in Historical, Archaeological and Environmental Highway Project in an Urban Area category for our work on the Mid-County Expressway (I-476).

NOISE IMPACT STUDIES AND BARRIER DESIGN

VFL has working experience with PA DOT Design Manual Part 1A on noise including: noise monitoring; modeling using Traffic Noise Model (TNM); screening analysis for potential noise abatement; feasibility and reasonableness analysis; development of a ranking system; public and agency involvement; preparation of TBR's and plans; and record of decision. VFL has completed many noise barrier final designs for the Pennsylvania Department of Transportation and the Pennsylvania Turnpike Commission throughout the state.

COMMUNITY NOISE SERVICES

VFL has conducted noise surveys and designed or updated zoning ordinances for various townships in the Delaware Valley. Most township noise projects are associated with noise that impacts adjacent residential districts from commercial and industrial sources. VFL has provided expert testimony and analyses to various municipalities and private sectors on community noise impacts.

CULTURAL, HISTORICAL AND ARCHAEOLOGICAL SERVICES

VFL has performed quality cultural, historical and archaeological analyses for over 20 major projects, beginning with the studies conducted for the Mid-County Expressway in Montgomery County, leading to the nomination of Cold Point Historic District for inclusion on the National Register of Historic Places, and continuing today with the recordation of the historic Pond Eddy Bridge and the Delaware and Hudson Canal, a National Historic Landmark. These projects require major involvement in: Phases I and II archaeological investigations; Determination of Eligibility/ Effect; Section 4(f) Evaluation; HABS/HAER Documentation; Memorandum of Agreement.

WETLAND IDENTIFICATION AND DELINEATION

VFL has successfully completed several wetland projects including the recent wetland identification/delineation and Joint Permit Application for the Schuylkill River Bridge/Diamond Run Viaduct final Design Project. Wetland investigation performed by VFL included: wetland identification and delineation; mapping of delineated wetlands; Jurisdictional Field View; Wetlands and Streams Alternative Analysis; Replacement Wetland Site Assessment; Wetland Mitigation; Joint Permit Application.
