VFL was selected as the Archdiocese’s Traffic Engineering consultant in support of their new, 1200 student regional high school facility in the Borough of Downingtown, Chester County, PA. VFL performed the traffic data collection, trip generations, intersection capacity models (HCS), signal warrant analyses, and signal timing models (Transyt7-F), for the signalization of the existing two way stop controlled intersection along Lancaster Avenue - a two lane, rural collector.

Subsequent to the traffic impact study, VFL prepared the signal permit plan, signal construction plans, signing and striping plans and construction specifications to support the signalization. VFL also provided shop drawing review services and construction consultation services. The signal includes a solid state controller and is part of the Central Chester County Closed Loop System. The new signal functions at a Level of Service B during school hours, includes an emergency vehicle preemption system and reverts to flashing operation during weekends and evenings.
